I was present during another discussion on this.  I don't remember how it
turned out, but you need to:

Upgrade to at least RPM 3.0.5 first, supposedly it supports the rpm-4
format, and then upgrade to RPM 4 from there.

or

Compile RPM 4 from source and then use it to install the RPM 4 format RPM
4 rpm.
